Early Hiring

Hiring operations for early teams

Organise an early Australian employee hire from role definition and interviews through offer approval and the first-week handoff.

Treat the hire as four gates: role approval, assessment decision, offer approval and start readiness. The role owner brings the need and cost for approval; the hiring lead coordinates assessment and records the decision; the authorised approver signs off the terms; and the hiring lead hands the accepted offer, checks and open tasks to the manager and payroll or administration owners. Keep the role brief and assessment notes together so the decision can be explained later.

Decide what the hire is meant to change

Describe the missing, delayed or concentrated work, the result the employee would own, likely hours, manager and affordable cost. Check whether the work is continuing or time limited before proposing an employment type; a familiar job title is no substitute for a clear account of the duties.

Before advertising, check the Fair Work Act 2009 and National Employment Standards (NES), then use Fair Work Ombudsman pay and conditions tools to verify current pay rates and conditions. Record the applicable modern award or agreement, classification and minimum conditions for the actual role rather than assuming one set of terms covers every startup.

Use workforce planning to check how the role fits the business's goals and future staffing needs. Before approval, assess the proposed pay, conditions, superannuation and tax obligations, and potential impacts on the workplace; include the 12% superannuation guarantee in the cost check.

Plan the assessment and decision

Turn the agreed duties into assessment criteria and assign a hiring lead to coordinate the process. Assess candidates against those criteria, avoid discrimination, and have the decision-maker record the basis for the final decision so it can be explained later.

Check the offer before sending it

Before sending an offer, confirm who can approve it, what they need to review, and record approval with the agreed terms. Confirm proposed pay and conditions, reporting line, start date, required qualifications or licences, and any outstanding approval or reference check. Check the preferred candidate's right to work in Australia. If a condition remains open, make the offer conditional rather than suggesting the check is complete.

Check the proposed terms against the Fair Work Act 2009, the National Employment Standards, the applicable modern award or agreement and the employment contract. Verify current pay and conditions with the Fair Work Ombudsman; seek role-specific advice if coverage or a term is unclear.

Once the offer is accepted, notify other candidates and arrange for the employment contract to be signed. Give the manager and administrators the agreed details they need to prepare the start, and keep the accepted terms with the agreed role and employment details so everyone works from the same record. Restrict access to candidate information and check applicable privacy and retention rules, including Office of the Australian Information Commissioner guidance on the employee records exemption.

Hand the hire into a prepared start

The hiring lead should pass the accepted terms, completed checks and open tasks to the manager and named task owners. The manager should confirm who will meet the employee, what work they can safely begin and whom they can ask for help. Payroll, equipment and access tasks can have separate owners, but the manager needs to know whether each essential item is ready.

Assign an owner to provide the employee with entitlement information and the applicable Fair Work Information Statement. Include this in the pre-start handoff rather than leaving delivery as an assumption.

Name the ATO tax-withholding setup and Tax file number declaration form on the payroll owner's task list, alongside payroll and superannuation arrangements. The payroll owner should report whether these items are ready to the manager before the start.

Before the start, agree the employee's hours and any rostering arrangements. Assign owners for induction and for providing relevant health, safety and emergency information, alongside payroll and access tasks.

After the employee starts, compare the work they received with the role brief and the evidence used to select them. Correct any unclear duty, decision owner or handoff before the next hire.
